This volume collects issues 13-20.
Supergirl is still relatively new to Earth. She is just a teenager who has recently woken up from a rocket her father sent her on to get away from the destruction of her planet of Krypton. She is still in deep pain from this and getting used to the fact that the baby cousin she remembers is also on earth as an older young man, known to the public as Superman.
Issue 13 picks up where the previous volume left off with Supergirl finding a Krytonian structure under the sea her father sent for her to live in known as Sanctuary. She also has an intruder, the villain from the first volume, Tycho. He also has quite a few superhuman enhancements, as Supergirl left him in not too good shape. It's a big fight issue that seemingly wraps up Supergirl's feud with Tycho and shows off what Sanctuary can do.
Issues 14-17 deal with the Super-books crossover "H'el on Earth". The crossover went through Superman and Superboy and DC released a collection with all the issues from the three titles if you want to get the "full story" in order. H'el, a Kryptonian who knew Jor-el, Superman's father, shows up claiming he has a way to go back in time and stop Krypton's destruction. Superman and Superboy take issue with H'el early on but Supergirl believes this man to be good and can get the destroyed planet back. It is believable that Supergirl would buy into H'el being able to pull this feat off with no collateral damage as Superman tries to tell her, and it is even more convincing as Supergirl falls for the weird looking guy. I have read the Superman collection that covers this crossover, and Supergirl is played more of a brain dead sap in those issues as opposed to here where her emotions are conflicting.
